2009 ZHA Mission and Strategic Planning

Mission Statement

The Board of Directors of the Zapata Homeowners’ Association will preserve and protect the land, homes, and interests of property owners through responsible governance.

Goals and Objectives

·       Establish and maintain written governance documents

·       Enhance education of and communication with the membership

·       Maintain roads, greenbelts, common areas

·       Manage water and water rights

·       Manage Utility Issues

·       Provide services

·       Foster community spirit

Directives/Details

The following directives represent projects and tasks that the ZHA Board of Directors have identified to meet the goals and objectives of the 2009 ZHA Strategic Plan.

1.   Establish and maintain written governance documents

a.  Align governance documents with water decree, county zoning, and Colorado statutes (August)

2.   Enhance education of and communication with the membership

a.   Finalize new website design and functionality (June)

1.   Members only area

2.   On-line bulletin board

3.   New member training

b.   Develop policy for website and newsletter guidelines
(purpose, necessary approvals, etc) (May)

c.   Have at least one article in each newsletter for education on issues

d.   Formalize training at annual meeting on how ZHA functions (May)

e.   Continue annual meeting agenda for committee reports (July)

a.   Develop Five-Year Maintenance and Improvement plan for roads and culverts (June)

d.   Develop weed control plan which includes environmental factors, costs, and county/state regulations (April)

4.   Manage water and water rights

a.   Defend our water decrees (Ongoing)

b.   Document annual water diversion events and timing (March)

c.   Develop stream channel maintenance plan (March)

d.   Implement maintenance plan for upper and lower lakes (March)

e.   Research alternate uses and quantities of commercial, RV and Dormitory water. Document method of converting permitted usage to individual home owners. (May)
