Again, find complete minutes from all Board meetings posted on the ZHA website, zapataco.com. The Fees and Budget Committee has the hiring of a manager under consideration. They have requested that people on committees and the Board submit the number of hours and days they put in doing work for the community on the subdivision. The Mileage Reimbursement Policy was approved after its third reading. The Governance Committee gave the second reading of the Open Fires Policy. It will be voted on at the May meeting. Discussion was held regarding the Communications Committee’s recommendation of Ethosmedia to redesign our website to include more features and make it more user friendly. The estimated cost would be $2791. The Board tabled approval in order to get more information regarding cost and ease of use. The Physical Improvements Committee will get in touch with the Bevingtons to facilitate the ordering and placement of a bulletin board near the mailboxes. Bob Schultz reported that The Nature Conservancy wants to cooperate on water management when the creeks start running again this spring. He also mentioned the need for a headgate on the lower lake at the inlet on the north side by Mill Run in order to regulate water runoff so it does not overflow the dam.
There was a first reading and discussion of the Architectural Guidelines for Commercial Property. These guidelines are posted on the website. Under Old Business, Nancy Starling Ross reported that in reference to the Howe-Kerr/Commercial Property issue, the County is researching how things are actually zoned to date. In the next two months they will report what the current zoning is. This will then go to the County Board of Commissioners. Amendment of covenants to change how the zoning appears requires a 51% majority vote. This is very difficult to obtain. Bob Schultz reported that he had done an informal survey of commercial property owners and RV lot owners and has a preliminary map of the results. He hopes this can start a dialogue to reach an agreement that benefits all. The next Board meeting will be held at 5:30 p.m. on May 16, 2008, at the Mosca
Community Building.
